you need a special event I dont know what it's called but after you get it go to the DayCare in Solaceon Town.Now raise 2 ditto's and when it's been a week or so Fly back to Solaceon Town and keep checking on the Ditto's. You find ditto's on the route with grass patches to get to Canalave City except they are rare so I would recommend migrating the ditto's.Then when you get the egg make it hatch and it should be a phione
